Supply and demand.

Hot venues / dates may be PCA only or Porsche only. In general most sedans and coupes are welcomed at most / many PCA HPDE events drive by members or non-members. YMMV.

My region definitely allows other marques, as I've been on the track with Mustangs, Vettes, BMWs, and others.
As the first step, I told my friend to try and join PCA, and see what the website requires.

It requires a Porsche VIN.

As mentioned, UCR is members-only and now restricted to Porsches. It's not about being exclusive or anything. There's simply more members that want to participate than there are spots in the programme so it would be unfair to allow outsiders or other cars. If it wasn't full, they'd be happy to have guests.

Instructors can bring whatever they want, because I imagine there aren't as many instructors as they'd like.

PCA requires a Porsche VIN to become a member. The best option is for your friend to be added as an Affiliate Member by a current PCA member.

I renewed my PCA membership recently and noticed in the form that it mentioned something about no longer needing to own a Porsche to renew my membership. Maybe that's only for renewals?

Is there any valid rationale in thinking that P people might take better care of their cars, and, thus risk of being behind someone that loses a radiator hose is less? Just askin...

Don't believe so
Everyone goes through Tech
Eligibility for participation comes down to supply and demand for DE events by region

Delaware Region Registrar here - We welcome all marques at our event with no surcharge. We always have an interesting mix of cars. Schattenbaum NJ - my other fave region - also allows non-Porsches. Just reach out to the event director/registrar and ask. Usually there's a link or email address on the registration site.

Finally got an answer to this:

Events are for PCA Members and Co-Members.
Members are allowed to bring other track-worthy cars.
eg: Some PCA members have Cayennes, Macans, etc... but have other cars they can bring on track.

Every member is allowed to name one Co-Member.
who is allowed to participate in DE events.

It would help to mention which region & track this is for.

Take for instance Road America
Chicago Region: Porsche's only
Milwaukee Region: Everything allowed

For MetroNY and NER yes, I don't think I've ever seen a non-porsche with CVR though. Only mention them as they're the next closest region to you that runs a lot at Lime Rock.

Looks like you had a dry sunny day on Saturday, Friday morning had one dry session then full U-Boat

Each PCA Region may limit or restrict participation as it wishes so there is no blanket answer. That's why you need to check with the Region's officials.

In my Region (STL), ANY tech compliant car can run and PCA membership is NOT required. We do give PCA members a discount.

CVR, unless they have changed policy or management, allows only Porsche's at Limerock DEs. They do allow other Marques at WGI and other tracks though AFAIK,..

This is true for CVR - Porsche only at Lime Rock and some additional marques at the other tracks we visit.
