Could someone provide me with the torque specs for the 3 small bolts that secure the center caps on the stock 996 Cup BBS wheels.

Use a bit of Loctite and torque them "hand-warm" (we call it this way in Germany. Means with a small screwdriver not very tight). They only hold the pressure plate while the wheel isn´t torqued with the central-bolt. You can also leave them away... We never used them.

Never used--too cheap to have a set for each set of wheels. I just move them from wheel to wheel.
