Yes it looks like Fuel Safe cell foam.

I found a few other mufflers that may work on a GT3 cup:

I made something like this years ago to put into the 3" straight pipe that I had for my 914. I might as well have put a cork in it because it destroyed the top end power.

it really sucks that tracks have noise police...such a bumout to have to stick foam back there

Spencer *** (Deman Motorsport) fabricated this awesome supertrapp-like device for cups that is really stealthy and adjustable for the various sound level requirements...give him a call for details.
