Instrument cluster backlight.
Just want to verify with other Pan owners that the instrument cluster backlight only comes on when headlights are on but not when ignition is on. I would rather have it on when ignition is on, just like all my other cars.
You're correct (except for the multi-function screen to the right of the tach). I didn't notice this until last year when the daylight savings time ended. I went through a tunnel of trees a "corrected" one hour later than usual and before the headlights had a chance to come on, the dash looked like it was burned out.
Testing it after I got home, by turning the key off and then restarting, the lights came back on. However, I was testing it in my garage which was dark anyway. I felt like an idiot when I took it to the dealer to complain and they showed me every car there did the same thing.

Most cars illuminate the cluster when the ignition switch is on and the parking lights are engaged - and stay on when the headlights are switched on.
You are right 'most cars' but not the Panamera. I find during day time the gauges, especially the upper portion, are a bit too dim to see, since they are so deeply recessed into the dash. I hope Porsche can come up with a software update to have the instrument cluster back light to come on with the ignition. Actually most high end cars use some type of electro luminescent display on the dash, and it must be switched on for it to be visible. Porsche is a bit low tech on this.

Yes, but did you ask if there is a software 'tweak' to get the functionality you want?
Like I said, there are many ways the software can be customized, but you need to ask for it and the Dealer service rep has to be sophisticated enough to know how to do it.
