First of all, thank you to everyone who offered their help and advice, this forum is invaluable.

after donning my holy Porsche service coverall, I disconnected both battery terminals, opened the doors, and waited 24 hours. I then used a torque wrench to connect the positive and negative battery leads, being careful not to release the magic smoke. I held the position for 60 seconds.
I then admitted a local shaman to ritually purify the car, and reconnected the battery.

no joy. Still rebooting every 3 minutes. Gonna have to wait for Porsche NA to provide me with a new PCM

Of course all this depended on:

1) That you (or your shaman) conducted a continuity test on the torque wrench to ensure it had the right attributes for the successful conclusion of the ritual

2) The shaman was of the recognized sect and certified for this level of purification

I guess (as in my case with the DRL's) it will have to be re-flashed.

Well at least you were exposed to some of the main stream religious sects and rituals which will come in handy if you elect to become a permanent member of the fraternity.

IMO, @DrShafty has done just about everything, within reason, to reset that PCM Vehicle Handover. The only ... only thing I can think of, per Porsche, is that this procedure should be done outside (again, XM issues). That Shaman is sketchy though.

Well shoot.

Porsche North Scottsdale, where my MTT is serviced, tells me 12-16 weeks to get the PCM replaced.

The whole experience makes me want to go find a 993 as daily...more analog

It happened to both my 2015 Macan and my 2018 Cayanne. See this acknowledgement of it being a SiriusXm update related issue from a dealer web site (and links to videos to do the correcting reset):
