Speculation is that Obama's economic team has determined that the 'threshold of acceptance' for domestic gasoline prices is $2.89/gallon.
Thus, in order to support his domestic spending, an increase in the federal gas tax will be applied (on a sliding scale) in order to 'maintain' $2.89/gallon for gasoline.
Thus, when oil prices are low, tax revenues are maximized; when oil prices increase, tax revenues will decline, but the consumer (taxpayer) will be "insulated" as a result of the 'sliding scale' and won't really notice.
Applied psychology and economics can be frightening at times.

Of course $2.89 per gallon is the midwest price, where on the east and especially the west coast with our "Summer Blends" for air quality, that threshhold of acceptance is somewhere near $3.60.
I knew these low gas prices were too good to be true. Each gallon is going to be taxed higher and higher to the point we're rivaling Europe.

A new gas tax bill would need to come from our fine congress, right, with OB signing it after they passed it. So, $2.89 will never happen...once Nanci Puhloosi and Barny get done, it will be $5.00!

Here is Massachusetts (insert joke here), we already have the Boston Globe editorializing for an increase in the gas tax. One justification they offer is that our gas tax is, after all, lower than that of many other states. I just love how they think its OK to take our money just because our tax rate is lower than some other states.
I want to take Mike Globe's penguin and smack our legislators into the cold North Atlantic; that would wake 'em up.
