I've just realized I've been using the wrong term
It's not "the HWFMR Probationary Observation Cel"
It's proper name is "the HWFMR Probationary Confinement Observation Cel" -- PCOC or the "Pea-****" in military speak.
My apologies for any confusion this error may have caused.
