From a customer racing and support standpoint, especially in this age of platform sharing, it sure makes sense to the use the 4.0L in the GT4/CS. Then all their customer race cars use the same powerplant, GT3 Cup, GT3R, and GT4CS, differing only really in intake and a few external components, etc. Internals would pretty much be identical, which reduces cost, improves parts availability and support. That ensures lovely Porsche NA soundtracks well into the 2021-2022 racing seasons.
Plus, they know that NA throttle response is better suited to gentleman drivers, it just makes any car easier to drive, especially a mid and rear engine platform. Doesn't surprise me that you see some FM (front-mid) platforms racing turbos, like BMW and Merc, but they are honestly easier to drive with the power delivery characteristics of turbos, with that chassis layout.

"The signs are good if you were hoping for the wail of a naturally aspirated flat-six of 4-litre capacity and near 500bhp."
The signs are good.

Its not, the GT4 is being a road block - but seriously have you seen how much quicker the 911s are now . There is literally 1 degree of separation between a GTS and GT3 e.g. the II GT3 RAS has one more degree up its sleeve than RAS on a S/GTS.
The good news may be the new GT4 is going to get 420HP to 450HP and hopefully improvements to the rear suspension. Now that would be good

but in all seriousness... why would they test it against a regular 911 if it has the 4.0l?

My guess is they're testing the same Turbo engine with a modified GT4 compartment to be able to fit in.
Porsche have performed lots miracles, just take a look at the 911, on paper its all wrong but they made it work perfectly.
