I think it was a Porsche concept vehicle, I remember seeing it a couple of years ago...

Did the Sultan of Brunei ever have any custom Porsches built? Like his 4-seater estate Ferraris?

You're right... it looks a lot like a 996 with the lighting swapped around. This car was the predecessor to the 996 show car.

This is called the Porsche 911 Panamericana.
It is a "driver" based on a 964 platform and was made as a birthday gift for Ferry Porsche. He did not like it and it slipped straight into the Porsche museum. Designed by Steve Murkett, same guy who later designed the Cayenne. Porsche made a very limited run of 1/43 model Panamericanas, mounted on a brass plate with Ferry's signature. Recently somebody wanted Euro 400 for a model in mint condition.
