He bought the car from a neighbor that was just getting rid of it. I think maybe they just sold it to him for what they would have received on trade in.

I had a car with lots of track mods as well. They are hard to sell because the pool of interested buyers is so small. You literally have to wait for the right buyer AND the right time for that buyer. I don't think your price is far off, but it might be too high if you are looking to move the car quickly.
One thing that I found out the hard way is that most track mods sell for pennies on the dollar, and you might end up giving them away.
