I spoke to him this week about these measures on other protocols, and they have to do with the manufacturer's ECU mapping for fuel and ignition, based on temps, pressures, MAP, throttle load and a number of other factors.
Meaning, they are not accurate OUTPUT numbers, but rather what the manufacturer expects to see, at that moment and based on the ECU map. That map is generated by all other measures (some referenced above) required to build it.
