My bet is you have a bubble in the master cylinder part of the circuit (barring any other issues like leaks from the system).
You are right, I have started to bleed again slowly and it seems that the problem has been solved, circulating after 2 hours the pedal still does not come back fast but when stationary it does not get stuck anymore, I will bleed again, it is incredible how difficult it is is this car bled...

This afternoon I will bleed again.
Thanks to all for the help

I'm not sure what you mean by "circulating" but the proper technique doesn't involve circulation of the fluid at all. It makes me wonder if your bleeding method or machine is the problem, or adding to the problem. Anyhow, I'm glad to hear you have progress in the right direction!

I mean driving the car on the highway, 5 hours in total and the pedal is the same as before, it does not come back, the solution is to set it on fire..... I am tired of this car.

The impression I have is that there is too much vacuum in the system, when the car is stopped the pedal returns, when you start driving it stays down

Interesting thought; is a return/helper spring broken or not attached somewhere?

The pedal does not have a spring, I had another cayenne of the same year last week, I looked at the pedal to make sure that no spring was missing and it did not have either

If you have another Cayenne in the shop, swap vacuum pumps (if the TDI uses one) and see if that changes what is happening.

After so much time I just realized that the vacuum pump is electric..... I'm going to change it for a new one

You can go to the NHTSA site and load your VIN for a definitive answer.
