Default '06 CTTS hard to start after gas fillup

Weird problem...80% of the time I fill up with 91/93 oct gasoline, I put the cap on till it clicks, I go in to start the car and the starter motor turns over without the engine cranking. Then, after it starts, it is difficult to keep running at a standstill, almost like it's running too rich. I turn it off, wait a minute, then turn it back on and it's fine. If I don't turn it off and pull out to a nearby stoplight, the engine is grunting and almost missing and "warbling" like it would do if it was running rich, and sometimes just dies. it starts right up and runs fine from that point. I did get on the highway without turning it off to "reset" the engine and it drove horribly at highway speeds till, again, I turned it off, then back on. Happens no matter how empty/full the tank is (between E and 1/3 full).

Any ideas?

Fuel tank vent valve is faulty.
