Here is what I saw in this vid: The guy rearends a car. The cop arrives and the guy said something to the cop to get him really angry (maybe just called him an idiot, that would be enough in Russia). The cop starts beating on the guy while he is confined to the drivers seat (the very first sceen). In that position it is difficult to defend yourself. Wanting to get away from the beating, he throws it in reverse and guns it.
Here is what happened after that the vid didn't show. The guy calls his buddy who knows someone, who knows someone. For the undiscoled summ, the cop loses his job and gets a beating by his own coworkers; All accident victims (but one) accept a off-the-record settlement and now say nothing happened. One victim insists it did, he gets a bruttal beating, his house gets burned down, his new car gets stollen and his kid gets kidnapped. He changes his mind quickly. This thing never gets to trial. They all lived happily ever after. The end.

Russian justice system is the best.
