The (technical) things to really take seriously care are the trailer's tires (not talking about "fees" or other administrative things, i.e.: from drivers of cars that have colored flashing lights).
About 30 years ago, I used to sail on light catamarans (Hobie Cat 16) all over Europe from Switzerland, and for example on the road going to the Dutch Championships in the North sea, i.e.: near the Zandvoort track.., had long runs in Germany.
Crossing Germany is boring at low speed, but thanks a modified trailer, with 13" cars wheels and tires, ..it was a fun: I remember to had lots of hours of driving with the needle between 180 and 185 km/h (over 110mph) and never had any kind of problems.
Now, this was a very light, and quite long trailer, where the giro of the wheels had strong effect.
But, it is not the same at all when you tow "heavy" stuff like a car or a motorboat. The carriage has his own "static balance frequency" that is quite difficult to know, and at a certain speed, you have the risk of hitting this same frequency with the dynamics (trailer elasticity, wind, ..) and then things amplifies and you get the "fish tail" effect that could be extremely dangerous.
So, my own conclusions are that if you tow something light, with a trailer that has adequate tires in a country where speed is not limited, speed should not be a problem, but with a load like a car or a motor boat, I would really *not" try to find the limits of the carriage.

I pull an open Trailex CT7541 carrying a 911 with my GTS that is a 6 speed manual. The total weight is about 4,200 pounds with the tire rack and 4 tires on it. The brake controller is an Activator 3 by Drawtite/Reese. The brakes on the GTS will stop a freight train, so I cruise highway between 70mph and 80mph regularly.
I'm about to buy a KONI grand-am 996 racecar, so I may be bumping up to an enclosed, though I've hear it isn't recommended by Porsche. Well, either is towing over 50mph, so I'm not really going to listen to their advice on towing.

Tow my open Trailex #CT7541 trailer with my Diasio and spares. Car is 1300lbs, trailer and spares about 900lbs = 2200lbs, 70 MPH no issues whatsoever. '04 Cayenne S.

speed 65-70 max
Weight +/- 6000 # (22 Grady White Tournament plus trailer)
08 CTT
Will go as fast as you want, stopping is the concern... particularly going over the Cascade Mountains

Also there is the maximum recommended speed for the trailer by the manufacturer.
I'm sure any insurance company facing a large claim after an accident would be looking at that.
