Early Brake Pad Replacement - How come?

We bought our CPO '06S a year ago with 9k miles on it. Current mileage is 16k and it's giving me the "Brake Service Workshop" dash notice.
I believe it's only the rears that need replacing as the car was just in for its annual service and the inspection indicated "will need new rear brakes soon."
I've searched for threads on "brakes," but am still curious as to what would cause the rears to need replacement at 16k. Seems like really low mileage for a set of brake pads to me.
We are not hard on the brakes; both of us are pretty normal drivers.

Assuming it's not faulty brake pad sensor(s) and the dealer is in fact correct (based on mesurements), then perhaps you have too much rear brake bias, or perhaps stuck piston(s), or perhaps the pads were not 100% when you purchased the CPO Cayenne.

I'd be surprised if the brakes were "new" when we bought the car with 9k on it.
The "rear brake bias" idea sounds feasible since the fronts are apparently still good.
