How to clean my neglected wheels?
Ok, I admit it. I haven't washed my wheel in months. So I go out last weekend, and man is the brake dust is on there tough. So far I've tried P21S, Brake Cleaner, and CLR. Nothing works. The only thing that works at all is paint cleaning clay, but even that takes forever (I spent 1.5 hours and cleaned 25% of one wheel). Any suggestions?

In almost 2 years of Cayenne ownership, I've only washed mine twice, so you're way ahead of me. I guess there is an advantage to considering your Cayenne to be a POS and unworthy of the cleaning the other Porsches get
Try P21S Total Auto Wash, straight out of the bottle, no dilution, sprayed onto a dry wheel, let sit, scrub, repeat. It is citrus based, so it is clearcoat safe.
For remaining tar, Xenit, Tarminator, 3M makes a good prep solvent, etc.

Works very well for removing wheel weight adhesive.

i'd pull 'em off & scrub w/ wheel cleaner for clearcoat wheels & soap.
try pre-soak in wd40.... may even have to use a green plastic (scotch brite) pad & bon-ami------------- stuff has got to be baked on there.

Have you tried P21S gel stuff and let it sit for a while?
Also, when my wheel is cleaned overall, but if there are little black thingy refusing to come off, I've used claybar to take them off.

Once you do get them clean, put a couple of coats of Rejex on them. I can clean mine by just wiping with a dry rag and everything comes off.
You might try Simple Green and let it soak for a while.
