Default Rear Latch on Liftgate Not Fully Closing

I experienced an issue with the Liftgate not closing properly and noticed both a damaged latch and actuator. I ordered new and replaced both parts. When I push the liftgate to close - it begins the closing process - and the actuator motor runs for an extended period (e.g., 5 sec). It appears the liftgate needs to close another 1-2mm and I have to push hard on the tailgate to get the actuator motor to stop running and for the car to register that the tailgate is closed. There is nothing blocking the path of the tailgate that would prevent it from fully closing. I'm stumped on what could be causing this.
