Anyone had instrument lighting go out?

Anyone had instrument lighting go out?
So I'm driving my '04 Boxster S last night and I realize all the dash lighting is out. Only the digital displays are still lighted.
I do some simple investigation and here's what I found;
1) The fuse is still good.
2) The hot pin for the fuse is getting 12 volts.
3) With the fuse plugged in, only 3 volts are going through the fuse.
4) When I apply 12 volts to the load side, the instruments all light up.
Any insights into this problem?
