It's for the rubber strip that seals around the outside of the windshield. It flaps around when you are washing the car and I don't want it to come off someday while driving. What kind of glue is safe for the rubber and won't make it ridiculous to get off in the future if the windshield is ever damaged?

Just to hold it in place, you can use clear silicon.
It's not as messy as super fast urethane that is used to hold the windshield in.
