I considered modifying/reupholstering my steering wheel and in the SF Bay Area I visited DCT Motor Sports in Santa Clara. The service they provide included the removal of your original steering wheel, putting in a temporary replacement, sending your wheel to their factory in China to modify to your specifications, re-installing your steering wheel. Cost varied based on the extent of the work performed. DCT has color samples of the leather used and can perform the flat bottom and colored stripe at top mods.
