Gas Tank does not Fill Up? 997 Turbo Purge Valve! Don't Spend $250 for a $25 fix
The most common cause of not being able to fill up your tank is a vent line block caused by a bad purge valve. There can be other causes of course but this seems to be what most people have pointed to over the years, and in my case what had caused the problem. The valve is a simple 12v actuated solenoid that apparently has a tendency to get stuck after years of use venting fuel vapor. Its right here, very easy to access, in the upper left quadrant of the engine compartment above and to the left of the intake manifold:
The PET diagram lists this part as 99711002973:
However, you cant buy just the valve from Porsche. You would have to get this whole assembly, and not just the actual valve itself (yellow arrow):
Now, if you want to avoid paying $250-ish for the whole assembly, and just want the valve itself, you actually have to go looking in the Hyundai / Kia parts bin believe it or not. The generic part # for the valve in question is 28910-26900 (or 2891026900) which cross-references to the Hyundai Accent 2006-2011, Elantra 2007-2012, Equus 2011-2013, Genesis 2009-2013, Kia Soul 2010-2011, Rio Rio5 2006-2011. These are anywhere between $8 and $30 new depending on manufacturer:

Next is possibly replacing the Fuel vapor leak detection pump, although I'm looking for guidance on where it might be located? Thanks for the tip on replacing just the $25 valve itself.

In my situation, no CEL. Just intermittent inability to fill up the tank. Sometimes no problem, and other times, complete impossibility. The problem times seemed to be happening more and more often. I was out on a country drive last month and had to stop to fill up about an hour away from home. Almost got to the point of being worried I would have to call a flatbed to get home. I think I was having an intermittently stuck closed valve that was getting progressively worse. I believe there are different CEL’s for stuck open and stuck closed. In my case, Im guessing I must never have had a stuck closed situation triggered by a drive cycle test. In any case, the literature I was able to find on this situation most commonly pointed to the purge valve being the culprit. Being curious about finding the actual component and seeing how inexpensive it was without the Porsche Tax, I figured what the heck, and it turned out I got lucky as it fixed the issue.
In any case, there’s some other plumbing and components on the vent line between the tank and the engine compartment, such as the carbon canister which could be the cause of your issue. I just never delved that far into the various trouble codes. Also maybe try triggering the 12v to the valve to make sure the valve is getting the open signal in the first place.
Is the fill up behavior that it won't completely fill or won't take gas at all? My GT2 seems to be filling mostly but the last maybe 2 gallons are hit/miss. Thought maybe the gauge was off. Maybe this?

Mine wouldnt fill it all. Even with an almost empty tank, the gas station's filler nozzle would keep clicking off, and that's with the non-vapor recovery type, even after messing around with it, holding it upside down, etc.
Trouble filling up just the last bit seems to be a different issue. Good discussion here on the 997 NA forum. Maybe try holding the nozzle upside down for the last bit, or try the adapter ring, part # 997-201-944-0:
