Certain level of over revs fine. On a GT2 you can get up to 3's with rev limit bounce. Limited 4's likely no issue either. I do not know the threshold for 5 and up and I don't know when it really becomes a concern above a 4. In other words, downshifts with brief bump to 7k are likely not going to hurt the motor but pretty sure a bump at 8k is not going to be a good idea. :-)

They don't list GT2, but if you assume it matches the Turbo (as in the 996) then the ranges are very different than for the GT3 and RS. As an example for range 4 the limit is 7400 versus 9600! I won't pretend to know the differences in the internals, but are they that different?

Last time I pulled my DME (hundreds of hours ago) it looked like this:

Number of ignitions range 1 33573 / 346.1h
Number of ignitions range 2 11036 / 346h
Number of ignitions range 3 2474 / 346h
Number of ignitions range 4 173 / 345.8h
Number of ignitions range 5 0 / 0h
Number of ignitions range 6 0 / 0h
So, it has been hundreds of hours since I know I had range 4s and everything is just fine. If there are a lot of ignitions in higher ranges I'd suggest you confirm the car has run for a while since the last reading, and if it has I wouldn't worry about it at all. Especially with GT2s where and "overrev" is substantially different than in a 3 or RS.

^ Im also curious about difference in the internals, can someone shed light on this, based on the chart a range 2 on a gt3 is like a range 5-6 on a turbo mezger?!

The difference between the 2 is the Gt3 has titanium connecting rods which allows a higher rpm limit due to lighter weight.
The turbo and Gt2 have forged steel connecting rods which are stronger overall and heavier, hence the lower rpm threshold.

Over revs on all the 997/987 Porsches are harmful when in range 5 & 6, which confirms a mechanical over rev, wrong gear on down shift.
Range 1-4 are computer controlled rev limiter occurrences, meaning the car was accelerated until the DME cut ignition, (bouncing off the rev limiter) any Porsche with range 1-4 with out range 5 or 6, is perfectly fine, no damage done, no worries.
A Porsche with all 6 ranges flagged is the ones to worry about.
