How can I get more negative camber on my GT3?

Rotate the tophats and take out some shims. You'll lose some negative camber you gained but your caster will be closer to stock.

I recently went from -2.5 deg of camber to -3 deg of camber up front using only shims (top hats not rotated). At -2.5 degrees of camber I never had any rubbing issues. But at -3 degrees of camber using only shims, the caster increased enough to cause the front tire to rub the fender liner and portions of the front bumper near the turn signals. I added Tarret caster pucks to fix the problem.

ok did you check your stock arms to see if there is a 2nd set of holes in the caster puck? They will be overlapping like a Venn diagram. Going off memory here.
