CPO is a joke.
any fk'd car can be CPO'd if you want.
i know b/c i own a bang'd up car. i sold it to dealer and told them it's fk'd. they know b/c they paid me nothing for it. it got CPO'd and sold to unsuspecting buyer.

To defend some dealers and PCNA I have seen cars slip through the CPO process while having damage. The way I have seen it done is the car is bought as a CPO car by an individual from a dealer in great shape. Said individual wrecks the car, has flood damage, etc and insurance totals it. Car then is sold at insurance auction and moves from one state to another. PCNA nor a dealer know this because of the title work and when they punch the VIN in the computer it comes up as CPO. Everything is good and the selling cycle repeats itself as a CPO car.
The reason I know this is I bought a BMW that was CPO'd by BMW. I didn't run a Carfax on it as I knew the individual selling it and it we verified as a CPO car. His dealer had just replaced about $8k in parts on the car 2 months before I bought it under the CPO warranty. 2 years later I get ready to sell it and the buyer tells me the Carfax shows up this was a flood damaged car. I of course say no way as it wouldn't be CPO if it had a flood/salvage title. We then looked at the history of the car to find out it was CPO'd before the flood, transferred to different states where the title was cleared of the flood marking, and sold to my friend. Nobody in the dealer network even had a clue on this one. They looked in the computer, saw it as CPO, and did all the warranty work needed on it to get it going. I was lucky and didn't lose a sale on the car to the interested party. He looked through the records and figured anything that was effected by the flood had already been replaced so he bought the car. 4-5 years later I know he still had the car and it was running strong.

We ensured each CPO candidate was a cream puff prior to making them officially a CPO car. It was a significant checklist and I bought into the opportunity to give customers peace of mind with Porsche CPO. It's sad, but reality is that it costs $$$ to meet requirements (replacing worn tires, etc.) and it's just easier to not spend $ and time and misrepresent. Wouldn't be shocked if there is intentional foul play.
