What are those yellow NY plates? I've only left NYC for 3 years and the plates already look different altogether?

What is the antenna, it came with mine and I was told it is for radio communication, but I don't belive that is reality?

It was a no-cost option--helps with FM reception but my radio works alright in metro areas without it anyways.
