someone posted a pic of schroth harness, mentioned "rally", it had the lap strap adjustment right at the buckle (as opposed to the mounting points.

Any profi belts can do what you want. When the adjusters are at the buckle, they are mounted for pull down. When the adjusters are down below at the mounting point, they are mounted for pull up. When I ordered mine from apex, they came as pull down but decided to go with pull up.

The profi II hans is showing like you want them (pull down configuration). You can bring the adjusters even closer to buckle if you want
