Is the 997 RS4.0 and the 992 ST probably the most desired within each of their generations? I think so? Depends if the 992.2 offers a more limited RS model (on top of normal RS) or something similar to ST that is also NA and manual. I'd say the 992 GT3RS is pretty desired too.
Would I compare an 997 RS4.0 to a 992 ST in any way? No. Completely different cars to me.
The 4.0 was the swan song to the Mezger. It was the first creative exercise of creating something special to commemorate an engine that made both Porsche and the 911. It's not far reaching to think the 4.0 was the inspiration for the 911R and subsequently the ST. Indeed it's the same formula: lighter, more free revving, more powerful.
I do think that the 992 ST is in many ways a great formula similar to the 4.0 RS but to me is an apples to oranges comparison.
The 4.0 represented everything Porsche GT department could wring out of the 997 platform in a street car. Aero bits, wide tires, larger engine with higher specific output and at the time manual was still better than auto in some ways. They say it was made limited by how many crankshafts they had remaining although I’m not sure how much I believe that. They also lost money on the car relative to msrp.
The 992 ST while awesome does not represent everything the GT department can do. It doesn’t have max aero, rear wheel steer and PDK so it isn’t an RS car. I also would venture that they are making a lot of money from them and it is in the age when they are making limited production counts to drive market demand and hype. The ST is an incredible vehicle but just seems like the latest “limited” vehicle aimed at wealthy enthusiasts in what will be surely an endless line of limited cars that all promise to be closer to a pure driving experience.
The 4.0, using an RSR crank and a unique engine variation in its platform, really stands above the newer stuff. I like the new 992(ST, Sports Classic, Dakar) and 991(R) special edition cars. But they are more parts cars. I'd take a 4.0 over an ST. I'd even take a 3.8 over an ST.

The RS4.0 is THE pure driving experience.
I think you are forgetting about the GT2 RS. Much more car than the 4.0 in the 997 platform.
300k+ adm to attempt more steering feel in a modern GT car.
IDK, I personally would rather have a bare bones 997.1 GT3 than a 992 GT car even an ST, but everyone is different. I love hydraulic steering and in comparison EPS just does not do the trick. JMVHO
