Zero rev range DME report - asking for friend

Hi, asking here as fellow GT owners tend to have thoughts on DME reports.
US based friend is looking to purchase a 981 Spyder and received the DME from the dealer. Zero over revs but many fault codes and only 400 operating hours for 13km which means an average speed of 20mph. Does this seem right?

20mph seems kind of low. My very un-scientific recollection of DMEs discussed here and on Bring a Trailer says 30-35mph is usually what is implied with the hours and distance, so maybe this car spent a lot of it's 13k miles in traffic?

My first thought was also traffic. If he spent time commuting, or only driving around town 20mph seems very reasonable. I'll respond in the thread as well.
As useful as DME reports are, I do think that they can easily be mis-interpreted for something that probably isn't the end of the world. I don't think it's super likely that the car had the over revs cleared from it.
