At the top of the picture below, where does part 16 attach?
It should be somewhere in the rear bumper assembly shown on the second picture.
According to PET this is used on all 996 & 997's

I think it is this part. In which case, it would actually go on the bumper itself, behind the bumper cover. Here is an actual picture of it if the part number is correct.

#16 is up in the subframe/transmission area, bottom of car, it is not an exhaust heat shield.
