Turbo rims
Was checking out some turbo rims but could not find the rim size width or offset marked any where on it

OEM turbo wheels are a 1 size deal. I believe its 19x8.5 and 19x11 with an offset of 57fr and 51 rear.
they should fit your C4s perfectly.
Just make sure they are not replicas.

How do you tell if they are oem?

Generally just a review of the quality. I believe oem are BBS, so maybe look for their logo.
Beyond that, I couldn't tell you.

997.1 turbo rims come in two sizes - the OEM on the TT plus Porsche makes a narrow body version too - I believe the fronts are the same but the rears have a narrow body ET of 67mm. The specs are stamped inside the rim not on the outside like most other 997.1 Porsche wheels

I think I have replicas on mine but the quality is amazing. I bought the car like this from official Porsche dealer even as a "Porsche approved" so it fooled them as well.
Mine have a very small JWL logo between one of the spokes. This is how I concluded they are not OEM.

I have the 997.1 turbo wheels on my car(997.1 C2S). 8mm spacers at the rear.

The OE 997.1 TT wheels are made by Fuchs, if I'm not mistaken. I'm not sure about the 997.2 TT wheels.

Turbo II wheels (997.2) are also made by Fuchs.

Actually, there were three versions per the 2009 Tequipment catalogue. They are:
Front: 8 J x 19 ET 57 Front: 235/35 ZR 19
Rear: 11 J x 19 ET 67 Rear: 295/30 ZR 19

The OEM / Otto Fuchs wheels should have markings on the inside of the center of hub starting with 997
