I was wondering if anyone has installed strobes into their turn signals, or if anyone has any idea how to adjust the frequency of the flash without cutting a hole and installing strobe lights like they do on cop cars.
I've seen a few cars with really fast flashing turn signals and I happen to think it looks pretty cool.

Fast flashing turn signal is usually a fault indicator. If you can find a way to "strobe" the lights might want to check local ordances to make sure you can do it and not violate any laws.
Have you seen these cars in person? Usually the flashing of the signals on the LED is due to the frequency and certain cameras process it as flashing when in reality they're just on normally. I've never seen this in person but would think it would be a massive distraction not to you, but to other drivers on the road.

+1 bingo! I had so many people see track video and ask how they can get the strobing brake lights....its the camera processor.
You can change them to strobe lights but they are illegal in at least California. People do this change for car shows and sometimes on the street but I am told they are illegal. They are very cool though.
I see them on Formula 1 Safety cars (AMG SLS AMG) and they look outstanding.
But those aren't turn signals; they are intended to be high intensity, high visibility, emergency-style flashers. Which is exactly why they wouldn't be appropriate as everyday turn signals. If every car used them it would be extremely annoying and make genuine emergency vehicles harder to pick out in traffic.
Besides, just my opinion OP, it would look lame on a Porsche.
