Those mods are not for hp gain, they are for fixing torque curve, stock one dives down at mid 5k and it feels bad, 200cell cats and ecu flash usually fixes this problem and increases overall torque compared to baseline.
Properly custom tuned 3.8l motor can get to 290 torque, pretty close to 996 gt3 motor. For street driving it does not matter much but on track it is very important to have nice linear curve of torque from 4.5k rpm up to redline, if you can, with no dives or fluctuations

Helping the torque curve profile is surely a benefit, but the product is sold with the claim you''ll add power.

"The IPD "Y" design plenum replaces the factory "T" style air distributor and provides substantial power and torque gains by means of a more efficient design. Horsepower gains range from 24 to 28"
