Open the engine lid or let the fans kick in?

I was told by an instructor at the Porsche Sport Driving School that the best thing to do is a cool down lap. They never open the hood.
But at autoX I always see guys open the hood after there run. So I'm guessing its up to the owner

On a related note I have seen state police cars -- in various southwestern states -- parked up at the beginning/end of construction zones with the engine of course idling to run the A/C and power the light bar and the radio and other electronics in the car with the hood while not raised fully obviously open to make a couple of inch gap at the widest opening.
Doesn't matter.
My cars had better be able to keep the engine, engine compartment, cool and be able at the same time run the A/C and keep the cabin cool if I want to idle in 119F heat and in still air for some time, which I have done with at least one of my cars, the Turbo with no apparent problems of any kind.
The engine compartment fan runs a lot but that's what it is supposed to do.
Sincerely,
Macster.
