Here is a break down on the rpm ranges that correspond to the read out:
The 6 ranges can be broken down as:
Range 1: 7300-7500 RPM
Range 2: 7500-7700 RPM
Range 3: 7700-7900 RPM
Range 4: 7900-8400 RPM
Range 5: 8400-9500 RPM
Range 6: 9500-11000 RPM
The 6 ranges can be broken down as:
Range 1: 7300-7500 RPM
Range 2: 7500-7700 RPM
Range 3: 7700-7900 RPM
Range 4: 7900-8400 RPM
Range 5: 8400-9500 RPM

over rev report
Guys - here's the rev report from a car I'm considering- it's at a dealer and it looks like the over revs occured there just recently based on total hour and when it occurred? Looks bad

Skip! Range 6 pretty much ensures you'll need a new motor at some point in the near future.

What damage if any has been done can be debated forever since there's no way of knowing. What's not debatable though (imo) is that this car was driven hard. Unless the condition of the car along with the price make it impossible to resist I would probably pass in favor of something with a less spirited history.
