You're right. I got carried away. What changes with temp is the density of the gallon of gasoline and this affects the mileage the car gets. But it shouldn't affect the amount of gas pumped into the tank.
The other factors though they reek of paranoia are possible and have been encountered by gas station customers.

Here in OK the State inspects the dispensers regularly. Anything out of compliance is cited for corrective action and re-inspection.
In OK, the compliance range is essentially +/-4. If your dispenser is found dispensing more or less than 4 tablespoons PER 5 GALLON measure, you must correct.
That's some pretty tight science, there.
Anyone caught cheating deserves all the fines, bad press, and "misfortune" that might come their way as a result.

I'm somewhat tempted to get a calibrated container and go get some fuel from my normal fuel stop and see what I end up with in terms of 'what came out' vs what the pump shows.

I don't want to hijack the thread, but I frequently notice that many people at gas stations don't use the pay-at-the-pump option. While there could be several reasons why, I think it signifies that a large part of our society live a "cash-only" existence. Cash will presumably always be accepted in person, but people who don't have a debit/credit card (i.e., a bank account or credit) will be left out as society increases it's reliance in electronic banking.
