I'd be interested in a short technical explanation of what's happening.
Is the surface actually in a liquid state?

The clear coat is made with elastomeric polymers, which are capable of returning to level when disturbed. The surface state is amorphous rather than liquid.

There is a find dealer by zip code on the xpel homepage
