Default 997.1 power steering help?

i changed my serpentine belt last night and have a couple questions about power steering due to the fact that i've been having an intermittent problem posted HERE.

while the belt was off, i made sure all pulleys were spinning freely. the PS pulley spun freely, was not wobbly or loose, but i could hear a...clicking of sorts as i spun it. is this normal?

also, slightly behind and to the right of the PS fill spout on the expansion tank, there is some sort of bleeder/vent tube with a plastic cap (altho the part #997 314 332 0 actually says rubber cap in this catalog). my cap feels very plastic is very loose. i could actually hear air escaping/whining as i was working on the belt (i eventually just opened the PS main cap in order to stop this annoyance). is this normal? or should this little bleeder/vent cap be tight and not allowing air to escape? can someone check theirs please?
