If I put 7mm front and 15mm back spacers on my 997s will that increase the tendency for understeer since the ratio between the rear and the front track is further increased? Anyone with experience of this on the track?

No experience on the track, but I can relay that in spirited street driving my car (with those spacers) feels great thru turns, including a lot of front end bite for turn in.
On the latter - my belief is this is more a result of the new geometry and PASM setup on the .2 cars.

In theory if you increase the rear track by more that the front track you will increase understeer. Ofr a car used for DE's I personally would not do it.
I put on GT3 Cup front lower control arms and not only do it get more front negitive camber they also increased my front track. I also had less off set put into my front wheel I use for the track too, all inorder to increase front track over stock.
