USA DOT rules simply require a turn signal,--but does not specify amber or red. In general, domestic US cars (e.g., Fords, Chevys, etc.) feature red turn signals on the rear. European cars generally have amber yet for many years the Euro cars were delivered to the USA with red turn lights. (A good example is the 1985 Carrera 3.2 car which was delivered to America with red turn signal lenses, yet were swapped out by many owners to "European lenses" which featured amber lenses on the turn signal area. There was a very active secondary market for Euro taillight lenses for 911s during that period.
An intresting car to take a look at is the Porsche 968. It has all red rear lenses,--at first look. But they are designed in such a way as to give an amber color for the turn signals. That same holds true for the next car to have such a red lens,--The Carrera GT.
These latest lenses (retrofits or ordered prior to MY09) give off an amber turn signal despite looking red in daylight.

Our '06 Cayenne S's tail-lights appear "all red," but the turn-signals illuminate amber from inside the all red lens (through thin clear lines in the lens). Neat design trick.
