I think the EPA estimates are for slow, leisurely driving patterns. The only time you'll get that is when driving like that, or when highway cruising.
Spirited driving is going to cost you.

6300 miles, 25-26 MPG Highway at speed, 18-20 City (normal driving), 9 MPG track at full-tilt. Only "engine related" mods are AWE headers, cats, mufflers. Very tight engine, 1/2 liter of oil consumption in 1st 2k miles of break-in, then maybe 1/2 liter since.

Do I know this "average driver " person? Heck, it might be my wife, or my 15-year old driver candidate... <g>
But not me. 25 mpg steady highway (75 cruise in 6th, 85-90 burst passing, without downshifting) and 14-15 in town. Driving like you "stole it" will average 13 or so in the city. No track time with my car yet, but 9 sounds very realistic...
Hell, the S80 V8 gets 17 in town if you baby it, 15 average if you romp on it. So, why not take the 911? No contest, in my mind.
Take the Jetta Diesel if you want economy... :-)

It sounds like the 997 get worse gas mileage then my 06 M3 (S54 engine I6). I'm surprised because I thought the 19mpgs I was getting wasn't that great and I don't always drive it hard. For some reason I thought the 997 would get better mpg's then the M3.

I'm getting almost exactly the same economy on my 997s as I did on my 03M3. 18-26 with an overall average of about 21-22 (based on my ratio of city vs. highway).
