Is there a way to tell options on car by VIN?

Yes, call 1800-PORSCHE with the VIN and they can tell you all the options that were factory options on the car, no dealer installed options, I have done this with several cars I have bought in the past..
They most likely will give you option codes, then go decode them

No longer is Porsche installing a sticker on the inside hood of the cars. It's all done via computer, with the aid of Porsche. If ordering just about any part now they want the VIN.
Some rather obvious things are reveiled in the VIN, like body type, presence of airbags, etc., but unless you have access to Porsche's database you can't tell much.

A sticker is delivered with the car in the glove box. The dealer is supposed to affix it in its provided place in the maintenace or warranty book, I forget which. Anyway this sticker will list the major option codes of the vehicle; short shift is XCZ. Any dealer can plug in the VIN in their Porsche eOS software program and the entire options are displayed. They will glady print this out for you.
