Default Brake disc corrosion during lay-up

I have heard that parking one's car for an extended period (no driving at all for one week or more) outside during periods of rain/snow can cause the brake-discs to corrode sufficiently that they will need replacing.
Is this true?
And if so, will paying the local homeless dude to take the car for an occasional spin round the block solve the problem?

They should not need replacing.
The surface rust will simply be cleaned away by the pads on the first few brake applications, leaving you with light brown brake dust to dirty your wheels.

There are other ways to damage a rotor (pad/rotor material transfer after not cooling down brakes after track time, etc), but mild surface rust due to rain/washing is not one of them.
