I'm interested in a 2000 C4. In checking the option codes I found 09991 "Manufacture from the exclusive-Program" Just what does this mean?

Also, current owner says the Aero package with two level wing is factory installed. How do I know?

Take the VIN to a dealer and they can look up the car in their eDCS computer and tell you exactly how the car was configured when it was delivered, as well as where.
