No, it's not. They are replacing it with a new color called Ba-pepper Black! Just kidding! 
Basalt Black is still available. Occasionally, the Porsche configurator does not list all of the available colors. I don't know why but I noticed it a couple of months back. Someone else asked the same question about Midnight about 4 or 5 days ago.
