I went through the 997 brochures for Canada and US and I think there are only Halogen, Bi-Xenon, and Dynamic Cornering (997.2) options in North America. If you have single Xenon (HID) it might be an aftermarket HID kit in a halogen housing.

Does anyone have a pic of what the halogen headlights look like? Or would they look the same with the only difference being the bulb inside the top projector assembly?

997.1 - Halogen or Bi-Xenon (Bi-Xenon standard on S/4S) - The Bi-Xenon headlight option includes the headlight cleaning and headlight levelling
997.2 - Bi-Xenon or Dynamic Cornering (Bi-Xenon is standard on all models)
For the 997.1, the only lighting options were Halogen (standard on the non-S models) and Bi-Xenon (on the S models). It is correct that early Xenon lighting systems were low-beam only (using Halogen for the high beam), but this wasn't the case for the 997.
Hmm. Did a quick test for sanity sake and when high beans are activated, both the top (xenon) and bottom (halogen) bulbs fire.
From various vids I looked at, if you pull on the headlight actuator (Flash-to-Pass), only the lower halogen bulb will activate. If you push on the actuator, then both top and bottom will activate, as you saw.
