Default Adapting 996 Block to 997 emmisions

I have a recently rebuilt 3.8 that started life as a 996. We shipped a 3.6 997 block but an earlier block from a 996 came back from the machine shop after having the scored cylinders sleeved. Of course blocks are similar but for example the water pumps are different. The remaining difference in an otherwise nice running car is that the mount and connection points for the secondary air pump system are different. For now I've blanked off the two connections at the block and not connected the electrical connector for the pump itself. Turns out you can't get the NY state to pass the car with an engine code like the P1411 I get now after a few drives. Any idea from this forum how to navigate this? Option 1: Mount the old pump via homemade bracket and hack the lines into the blocked? Option 2: Flash the ECU to delete SAI and hope the readiness of SAI is monitored? Some other hack?

Also... How does ECU know the SAI is working or not? Voltage at the pump? Pressure in the diverter valves?
