BOTH radiator fans Full Blast

Recently BOTH radiator fans started running full blast 30 sec after starting cold. I've read posts about 1 failed fan causing the other to run full tilt. Removed the bumper, cleaned the radiators. Both fans rotate smoothly, and they both move a ton of air. Perhaps one is drawing too much current and making the car *think* it has failed? Any ideas on how to diagnose?

I just had the same issue. It was fuse C2.
