Is this a fair price ?
Looking at a very well sorted 2006 c2s with sport chrono / PASM / PSE with 60k miles.
After all taxes and fees are tallied up total price comes out to 43k USD.
I feel this may be on the high side for an S, but I may be wrong.
I had an initial budget of 40k for a car.

I don't think that price is egregious. Demand is high this year and the summer months tend to drive demand as well. How long has it been for sale? That can also be an indicator as to how much wiggle room you might have. No one wants to overspend, but good cars go fast. I've had friends loose out on cars because they were arguing over what amounted to less than 2% of the asking price for the car. If it checks all the boxes for you and was well maintained, go for it. In the long run, you won't remember the several hundred or even few thousand extra you spent on a car that you really wanted.
GT Silver is a little more unique than Arctic Silver and the Sport Exhaust is a nice feature. If you're serious about the car, see if they might come down a little and request a PPI. They may require a deposit once you agree on a price and request a PPI. Once you have the PPI done, you'll always find a few bargaining chips based on the results (no used car is perfect).

The PPI was done about a month ago at a reputable garage.
The car is sound. The man selling owns about 70 porches. A collector.
I tried to get him down, his price is 40k USD, he won't budge.
It's the taxes and fees that bring me over budget.

They say you don't just buy the car, you also buy the owner, so I think there's value in knowing it's coming out of the collection of someone who knows and loves Porsches.
$40k for a well-sorted and nicely-optioned '06 C2S is fair, and given the clean PPI and the previous owner, it might be a lot cheaper than a $37,000 + tax and fees for a car that winds up needed $5k in deferred maintenance.
At the end of the day, only you can decide if it's worth it, but you certainly aren't getting robbed at $43 out-the-door.

If he is a collector, it doesn't sound like he needs the money. He'll likely stand firm based on what you've shared.
The taxes and fees won't come due until you go to register and title the car. Depending on where you live, that could give you 60-90 days or more to come up with those funds. I don't know your personal finances, but could you possibly save up for that over the next couple of months if you really want this particular car?
Another option is to look for another clean 997.1 with a similar spec and has been well maintained but with higher mileage. That might put you in the mid-$30k range, and give you enough headroom for taxes and title to keep you within budget. Also, base Carrera's are often overlooked but they are still fantastic cars for the money. That is also something you might want to consider if you want a lower-mileage (sub 60k miles) car.

If it where me and this 911 checked all the boxes I would go for it, really clean car and it sounds like a really good owner, with a rare color...you are not gonna find that combo often. But it’s your money! Now if it’s not your first choice in color combo then you have to think about it....but like many on Rennlist have said you buy the previous owner as much as the car itself and you have sort of a unicorn in that the previous owner is a collector obvious passionate about Porsche’s and had meticulous service records with a clean PPI you gotta pull the trigger!

Im not looking for a garage queen. This will be a daily, including winter and very long trips.
I plan on putting many many miles on it.
My two issues are, it's not a 4S and the final price.
I've read hundreds of post from owners who have no issues with an S as a daily, so Im warming up to the idea of a S.
Financially, Im mid 30's and this is a large purchase for me. I don't think I'm being irresponsible but I am hesitant.
A bonus...insurance would be 50 a month and the car will be payed in full, so no monthly.
I love silver. The colour combo is perfect and I love the lobster forks.

1. Unless you plan winter driving I prefer rear wheel only (less things to go wrong, less weight (or if you do plan winter get winter tires)
2. I believe early 06s may still have ims issues
3. At 70k how are the tires (not just tread but age), when was last service done (plugs, belt, etc.)
4. Did the ppi show a dme report? Bore score test?
5. I paid 40k last year for an 07s w/55k miles. Seems a bit high

If that's the car in the PCA Classifieds that also has the PCCB brakes, adaptive sport seats, then yes, $43k is a fair number for that package with the service history that the owner has on the car. The PCCBs were aWn $8,000 option above the standard S big red brakes and they're fantastic - I won't own another Porsche without them. Unbelievable stopping power especially when hot, zero dust, lifetime rotor life, 10 lbs less unsprung weight per corner, and no surface rust when you wash the car. Loved them so much on my 997, I retrofitted them to my Cayenne Turbo S.
With the custom paint and body parts on my wife's 05 997.1 C2S, I wouldn't sell that car for under $40k and it has 106k miles on it - it's insured for an Agreed Value of $55k. The market on MT 997s of both generations has the values rising a bit. Don't lose a car that checks the right boxes for you over a couple grand - that couple grand is better spent owning and enjoying the car than looking for another one for 3-6 more months.
