in my limited experience, boost gauge numbers such as your tend to indicate the car is in "limp" mode, but also that simple vacuum leaks are not enough to cause limp mode!

if i were you and you dont have a TRUSTED tech(?) i would PM "Kevin @ umw" here who is very giving of his time and expertise and does this for a living. you might also want to consider purchasing a "new" tune from him as you won't do better is the common wisdom here ( and in the real world lol. )

problem is, until you do a pressure test of your vac system? you cant properly and/or definitively identify leaks, though most find them upon pressure testing at the turbo's.

i cant help more, but you def need some pro help and again, i'd reach out to Kevin. he could certainly help to pinpoint a cpl things it could be. good luck with it as it aint quite right if the boost gauge maxes out at ( yes sorry.. ) .4.
